Anna Paulina Luna, U.S. Representative for Florida’s 13th Congressional District, said that Senate Majority Leader John Thune is responsible for blocking the SAVE America Act’s voter ID legislation from advancing in Congress.
The debate over voter identification has become a central issue as lawmakers consider federal election integrity measures.Â
Luna said the responsibility lies with Republican leadership, not Democrats, because Republicans control both chambers and have procedural options available to move the legislation forward.
“John Thune is a problem. Really it’s him that is blocking voter ID. He has every ability to embrace the standing filibuster or remove the filibuster, Democrats are going to do it anyways. John Thune is doing the wrong thing. He’s not doing voter ID. He can’t honestly blame the Democrats for this because he’s the one in control,” Luna said.
“The number one most important issue in the country now is voter ID. If we can’t deliver on that, then people like John Thune do not deserve to come back to Congress. Vote him out,” she added.
As Senate Majority Leader, Thune controls which legislation is brought to the Senate floor for consideration and has not scheduled a vote on the measure, citing concerns that it would be blocked by a Democratic filibuster. Some Republican senators have called for a vote to change Senate rules and eliminate the filibuster, but no such vote has been brought forward, according to information from his official website.
The SAVE America Act would require people registering to vote in federal elections to provide documentary proof of U.S. citizenship and would also require voters to present photo identification when casting a federal ballot. The bill further directs states to maintain programs to identify and remove noncitizens from voter rolls on an ongoing basis, according to TrackBill.
A March 26, 2026 Senate cloture vote tied to voter ID provisions associated with the SAVE America Act failed 53–47, falling short of the 60 votes needed to advance. Both South Dakota Senators John Thune and Mike Rounds voted in favor of advancing the measure and its election integrity provisions, placing them on record in support of the effort.
Restoration of America launched a $5 million nationwide ad campaign on April 13, 2026 urging action on voter ID legislation tied to the SAVE America Act through television buys and digital outreach as part of an advocacy push behind federal election-integrity legislation, according to Fox News.
Luna is serving her second term representing Florida’s 13th Congressional District in the U.S. House with assignments including Oversight and Government Reform Committee and Foreign Affairs Committee; she also chairs the Task Force on Declassification of Federal Secrets.
